Pamphlet, cover title with lower cover a selection of books available from the publishers. 40pages neat ownership dated 1871 on margin of title. Slight pale foxing to first and last page. *A plea against universal suffrage and the charge that ballot would only enbable the lower order of voters to conquer their betters who are probably better educated and would make a better choice. He feels it would cause unrest and ultimately unhappiness of the voters.
