Library stamp on back of Titlepage but no other library marks, one marginal tear and slight browning to paper are the only signs of use. *Begins with President Monroe's message to both houses of Congress on Dec 1819 which seems to be the verbatim text (enclosed in repeated quotation marks) dealing with the broken treaty with Spain, the monetary problems encountered, costal survey and naval enlargement and increase in piracy as well as the death of Commodore Perry.
